Colors have value independant to white and gray and black which are not colors but shades. for instance , blue, red and purple are pretty dark,and yellow is very light. orange and green having yellow in them are in between. Look at a black and white photo(if any still exist!) of things you know the color of and you will see what I mean.
what everyone seems to be talking about is color balance in a composition mode. Personnally I think you need to consider all elements, hue (the color itself) value (where your particular colors are on the value scale, which varies becasue of how light or dark it is - is it a pastel? any color can be light) and saturation (intensity of the color.) add to that whether you have any black or white in the mix which effects the look of the colors and you can see that a formula whould be pretty hard to set up. then there is the blending in weaving.... there are whole books about this. You can balance lots of dark with light accents (or vice versa)...or lots of low intensity with high intensity accents...throw in complementary accents in analogous schemes, or moderate the colors with lots of black or white. the thing to avoid is lots of elements with a very high level of interest fighting with each other. ir cool and warm primaries setting off a visual vibration.Or equal amounts of all three (six?) primaries at full intensity. that is the fun. if you (I) goof, it may work anyway...but a little background helps to know what went wrong.
