I'm just making it up as I go along :)

I cast on about an inch more than I knew I would need for the start of
the mitten proper.  In my case, it was 8 stitches (no, my gauge isn't 8
to the inch, but about 5-6), because of the 2/2 ribbing I was using.

Then I decreased 2 stitches at a time on either side of the purl rib
that was nearest the part where the stitches were joined in a circle.  I
decreased about every 10 rows several times, then at 5 rows, then the
final decrease was in the last row of ribbing.

Most of the decreasing was evenly spaced out--I didn't feel a need to
make the cuff broad until just before the mitten, if that's what you're
doing.  It fits over a coat cuff just fine like this.
