I hike a lot, and it is the same with blisters. Some of us get 'em, some of us don't, Even with new boots that hurt, I don't seem to get blisters, while others get them with well broken in boots. Donno why. But I'd bet the same principle applies.
As a geologist whose foot work was extreme and seasonal, I used to apply tincture of benzoin to my heels and other potentially tender places, and then do lots of foot training by walking before the real walking season started. The benzoin somehow helps the skin to resist later insults.
