Dear Ted,
<snip>
If the locks are dry, is there anything I can do to replace some lost
lanolin...or do I even need to worry about that?

I can't answer all of your questions but I do know what to do when
the air and fleece are dry. First thing, run a humidifier in the
space where you will be spinning. If that isn't enough, get some
glycerin and mix in warm water and spritz lightly over the wool just
before spinning. (sometimes Glycerine and Rosewater are the only way
to get it ... don't worry about the smell ... it washes out when you
are washing the skeins to set the twist)
Don't weight the skeins after washing to set the twist. Just hang
the skeins (after spinning out the rinse water in the washing
machine, or by pressing most of the water out with a towel) over a
hanger and let them dry without stretching. This maximizes the loft
and elasticity naturally in the fleece.
Happy spinning!
