Some of the smaller breeds (such as my Shetlands)are, if anything, more difficult to handle - they are flighty and some tend to panic. My Gulf Coast (larger than my Shetlands, but what I would consider a medium sized) are easier to manage than my Shetlands, and my Black Welsh (a small breed) are very easy to handle.
I vote for Romney in your area. The Jacob are lovely, but are very aware and flighty. Consider a flock of wethers as well.
