I've seen this as well and have played with it a bit. The main trick is
keeping the singles apart as you roll them down your thigh. The only way I've
been able to start the process is thigh-spin one single at a time for a few
inches. Then I could hold these ends together between my left fingers and
thumb. Keep the working ends of the singles separated slightly, and add more
fiber to each.  Run your palm down your thigh, twisting the fibers. You might
have to do it more than once. Then pull slightly with your left hand, letting
the singles ply themselves.

The usual disclaimers: I haven't done more than a few few of this with some
relatively coarse wool, and my method certainly isn't perfected. Certainly is
something to play with, though.
