Actually, I was told that lap is the fibers that fall to the floor below the carder. It isn't econimically feasible for the mill to recard these fibers so they will sell them cheap.

The merino lap that I have is quite beautiful and was easy to spin. It's in the form of sort of a batt but is much thicker than any batt that I've seen. I have a silk batt that I haven't spun yet. I love to spin silk but it's very difficult with the work that I do. Shepherding doesn't lend itself to smooth hands and I struggle with silk. I may card it into some wool that I have and play with it that way. I dunno. I haven't decided yet.
