Thank you and best regards, Dick 050 3579811 Latest amended copy. 2 7 Nov 08 11:05 AM ------------------------------------------------------------------------ - REPORT TO : ALL FILEX MEMBERS BY THE BOARD OF TRUSTEES, FILEX FOUNDATION In the light of many developments such as the continued interest of our kababayan to join FILEX and the growing membership campaign and involvement of FILEX in all sectors, we wish to inform all and update everyone about FILEX and what we do. We would like to present this short report on FILEX activities. After the successful visit of H. E. Ambassador Libran N. Cabactulan to the Ministry of Social Affairs. We are dlighted to say that we've been successful in terms of having good blessings from the Ministry of Social Affairs. As the minister said, we can go on with our activity as a foundation under the aegis or auspices of the Philippine Embassy. We are also working it out thru our Philippine Embassy another way to get recognition so that we can open an account in the name of FILEX. Recently, upon invitation of Ambassador Cabactulan, Consul General Noel Servigon and I, had another successful visit and courtesy audience with the Director General of UAE Red Crescent. The Hon. Director General Kaabi was happy to know that we have such an organization to help and provide aid to our compatriots in dire need. Since FILEX Foundation is a humanitarian organization, Red Crescent, FILEX Foundation and our Philippine National Red Cross plan to have a tripartite agreement on ways to help our needy kababayan and in this process, we have openly discussed how we can smoothly transfer funds to the Philippines, to help our compatriots and our country with the needed aid or assistance especially those areas affected by calamities. In order to thresh out the process, Red Crescent, FILEX and PNRC (Thru e-mail and teleconference) had another meeting in the Red Crescent office in the presence of the Red Crescent International Advisor and Consul General Noel Servigon. Let me also inform you once and for all that during the birthday of Mde. Fe Cabactulan, the gracious wife of the ambassador, FILEX has not spent a single dirham. The truth was Mde. Fe Cabactulan, instead of celebrating her birthday outside with her family and close friends, she had a dinner for a cause that evening instead , and was able to raise AED12,200 AND DONATED THE SAME AMOUNT TO FILEX FOUNDATION. THE AMOUNT WAS DEPOSITED AS PART OF THE FUND CAPITAL OF THE FILEX WHICH CANNOT BE WITHDRAWN BY THE TWO SIGNATORIES BECAUSE WE HAVE REQUIRED ANOTHER THIRD PERSON TO SIGN ANY WITHDRAWAL. Our website, www.filexpat.org <http://www.filexpat.org> is now online and functioning well , thanks to Ambassador Libran Cabactulan's good efforts and invaluable contributions. He designed it at no cost for FILEX and I paid the annual website expenses . We the officers of FILEX Foundation, for the information of all, are all volunteer officers of the Foundation . We would like to emphasize that we do not get any financial gains from this Foundation, instead, we spend our own money, precious time, efforts to extend services to our fellowmen. To serve our fellowmen without hesitation and personal gain is what we Filex officers stand for. The update reports and membership campaign every Kumustahan at the Philippine embassy. 2. FILEX visit with Ambassador Libran Cabactulan in Ras Al Khaimah Filipino club under Exec. Director Emmanuel Mascarina. 3. The out reach and membership campaign in Al Ruwais last 21 Nov 08 under Exec. Director Renato Mallo. 4. The membership campaign with the group of Filipino Respirators meeting in Chowking, Al Ghurair Dubai. 5. Involvement with the Gary V Concert as one of the beneficiaries under Joe and Jenny, the concert producers. 6. Involvement with Bayanihan Festival in Dubai on Dec. 5 as one of the beneficiaries under Filex Trustee Engr. Dante Delizo's chairmanship. 7. Membership campaign by Exec. Director Olympia Pineda in her capacity as FACE President in all areas where FACE is having classes. 8. Membership campaign by the Chairman and Vice Chairman, Committee on Membership under Mrs Isabel Warren and Engr. Fred Camba respectively. 9. Membership campaign by the Legion of Mary under Sis. Nila B. Sanchez , Ms. Myrna Torres and volunteer brigade. 10. Membership campaign of Executive Director Gina Salazar in the Filipino Dancesport and Social Club Dubai. 11. Membership campaign of Trustee Engr. Dante Delizo in his capacity as President of CAD Group. 12. Membership campaign of Arch. Jun Climaco together with his group Triskellion. 13. Membership campaign of Vice Chairman Ernesto Boy Refugio and his group OFCEA during seminars and every Friday classes. 14. Membership campaign of Engr. Fred Camba during his outreach activities in Abu Dhabi islands and ADNOC affiliates. 15. Membership campaign of our Trustee Father Felipe Costelo thru his regular announcements during and after the mass in St. Joseph church. 16. Membership campaign of our Executive Officers and Directors headed by President Rene Fernandez, Tony Morales, Thesma Talinga, Marz August, Ronnie Bonifacio, Paul Aziz, Bong, Tino Arciga, other officers in their respective areas. 17. Membership campaign of Trustee Rody Oljol in Fujairah including distribution of free Filex tshirts to officers and members. As we encode and upload names of members, you will find the member's list with your names. Soon, we will be publishing the statement of accounts, assets and expenses. As a Foundation duly registered with our government, FILEX is required by law to report its financial transactions and records of activities by the end of the year. Aside from that, FILEX Foundation is also subject for an audit check by the S.E.C. Please be informed that FILEX Foundation IS NO ORDINARY FILIPINO ASSOCIATION IN THE UAE. Although it works under the auspices of the Philippine Embassy, FILEX HAS ITS OWN LIFE AND JURIDICAL PERSONALITY THAT CAN SUE AND BE SUED under the Philippine Law. THE BOARD OF TRUSTEES AND EXECUTIVE OFFICERS HAVE GENERAL AND SPECIFIC POWERS, FUNCTIONS AND RESPONSIBILITIES TO EXERCISE IN ORDER TO FULFILL ITS OBJECTIVES , ESTABLISH POLICIES AND REGULATIONS AND TO DELIVER RESULTS TO ITS MEMBERS AND THE STATE. We are pleased to inform all members too that FILEX has a type of membership called Circle of FILEX Advocates (CFA). In this case, the Board of Trustees recognizes the great efforts that a supporter, sponsor and donor be it institution or individual had provided or had given to FILEX. The CFA is then awarded to those who have shown unparallel and invaluable support and services to FILEX Foundation. Rest assured that we have the good people with highest esteem and morale, character that will carry on with FILEX objectives and bring out their best to safeguard the FILEX capital fund. As a Foundation with legal personality, its officers are accountable for their every action.
