There are a lot of free and open source Linux operating systems out there, some 
digital library systems and ILS/webopacs can run quite well for smaller 
institutions with simple needs.

for this kind of resource.  how should I go about it? How can the
patron actually use it, can anyone share their procedures or
experience?
