Yes, Andy is right. Find out if the library is an academic unit. If it is, you are under the Academic Officer, in your case the Chair of Instruction but if it's an administrative unit, then you are under the Administrative officer. Just for your info, in most of our colleges and universities the library is under the academic vice-president. Since you are a branch, find out if the Main Library is under your academic vice-president. Hope this will help.
