On top of the library fees, there should also be a provision from the tuition
fee allocation for the library (for private schools).  Although its full
implementation is uncertain.

(pp.489-490) There is a provision for a 70-20-10 schemes of revenue allocation
and tuition fee increases. This means that 70% of the tuition fees and
increases should be allocated for payment of salaries, wages, allowances and
other benefits of teaching and non-teaching personnel, while 20% is required
for the upgrading of school facilities and for the payment of other costs of
operation.  The remaining 10% goes to the school as return of investment.

10% of the 20% allocation is also mandated to form part of the library budget.
