Hello to all librarians and members of Board for Librarians
I have been an avid followers of messages in Filipino Librarians
website but I haven't read any message asking the BFL to have a school
to school campaign (especially private schools) to check if the RA
9246 was really implemented. I have been visiting a lot of private
schools in metro manila and sad to say most of these schools violates
some provisions of RA9246 to quote:
SECTION 8. Powers, Functions and Duties of the Board. - The Board
shall exercise executive/administrative, rule making and quasi-
judicial powers in carrying out the provisions of this Act. It shall
be vested with the following specific powers, functions, duties and
responsiblities;
e) To look into the conditions affecting the practice of
librarianship, and when necessary, adopt such measures as may be
deemed proper for the enhancement and maintenance of high ethical,
moral and professional standards of librarianship;
f) To adopt policies and set the standards for all types of libraries,
librarians and the practice of librarianship;
SECTION 26. Illegal Practice of Librarianship. - A person who does not
have a valid Certificate of Registration and Professional
Identification Card or a temporary/special permit from the Commission
shall not practice or offer to practice librarianship in the
Philippines or assume any position, which involve performing the
function of a librarian as provided under Section 5 of this Act.
When ask why the school do not comply with the above provisions of the
law, the people in-charge of the library said that nobody is checking
thier status anyway. According to the person in-charge of the library,
they do not know that such has been existing.
I think, the BFL should do thier part to implement totally the law
because if not, library professions could be in jeopardy as anybody
can be a "librarian" even without taking any subject/s in library
science. Professional librarians could also be laughing stack of these
non-professional people. On the part of professional librarians, we
need to report to BFL schools who are ignoring the law and continue to
practice the same. We need to upgrade and elevate the librarian
profession. Thank you.
