Technically and as provided in the PRC-CPE guidelines, only accredited CPE providers and their accredited CPE programs or activities will merit credit points, so I doubt if you can apply credit units for attending the HK conference. You should, however, clear this matter with the BFL or CPE Council. That, however, should not discourage you from attending international conferences, because exposure to international conferences will undoubtedly enhance/enrich your stock knowledge and library experience, regardless of credit points. Definitely, it should be part of your continuing professional education, and development as a professional.
