In my opinion, as long as I can remember, someone ask it before, as long as
the BFL or the PRC havent received any complaint/concerns regarding the
implementation of the RA9246, they cant act on it. Maybe if you know
Universities or Institutions that violates that law, you should address the
BFL or the concern persons. Parang whistle blower ba.
