There is a rather useful and well hidden action in Photoshop called, [erm, erm rummage fumble, rummage] sure I had it here somewhere [creak, twang] oops! ah, yes Fit Image.
I did this ages ago, but to activate it I think I moved the FitImage.8LI file into the Photoshop Automate folder. Maybe the help gives the official approach... You tell Fit Image the width and height and it works out how to size your image. You can record a macro with Fit Image and your desired dimensions. If you click in the right little box on the Actions list, you can have the Fit Image dialog come up each time, prompting you for the size you want. Of course, if you turn that off, then it sizes to the dimensions you set when you recorded the macro. If that doesn't help then may be some brain box round here can write you a clearer set of instructions - feeling vague here, sorry.
