You don't mention if this is the only section of music in a single file or merely a short section of a longer file.
If this is the only section of music in the file, then you can do what you wish, but you will have to create a large number of groups, each one containing the solo part and one instrumental part. You can even name each group simply by its part name. This will be a pain in the butt, but once done, you can then extract just the groups. However, if the section you want the solo with the instrumental part extracted is merely a short section of a longer file, that system won't work easily because you will have to delete so much. So my advice would be simply to extract the parts as you normally would, and as part of the extraction process have Finale open each extracted part. Then highlight the section of solo you want with the parts, and ctrl-C to copy it. Add a new staff to each instrumental file and ctrl-V to paste the soloist's part into the appropriately selected measures of the new staff. Then you can optimize the parts to get rid of all the empty staves in the systems where the solo won't appear. In either case it won't be a simple job, but it is possible.
