[Finale] Clef change

Is there a bug in Finale for Windows2002 in the change clef department or am I doing something silly?

When I try to change the clef of an entire part, I click the "from here to end of piece" option but it seems to make no difference - the clef will change only until the next bar's rest.

Is there something else I am missing?
