Jerry, Assuming that you have a recent version of Finale, you can create an additional staff, as you did, use it when you need it, as you did, then use a "hide staff" staff style where you don't need it--that will accomplish the last task.. If you need to move staves around, you should optimize the system. Then you can drag staves around all day anywhere (well, almost!)
It works great on WinFin 2002a--I just did it on a huge brass ensemble score. I simply forget when the "staff style" capability was added.
