I would use layers for this. In layer 1 (the default) put the value 
to be played first, and fill up the rest of the measure.

In Layer 2, enter the second value, but hide the rests that would 
complete the measure by hitting "o" (letter O) while in the Speedy 
Tool. The stem should default down, while the Layer 1 entry will flip 
up by default. You can change this manually if neccessary by hitting 
F (for "flip") while in the Speedy Entry window.

You can offset the note slightly by clicking on it and dragging 
inside the Speedy Entry window, but make sure that the Note Spacing 
options are set to <incorporate> manual spacing, rather than clearing 
it, or you will lose your offset every time the measure re-spaces.
