I can't make this happen on my Win2001d, Ken. How are "making the change"? The correct way is to go to Options > Document Settings > Time Signature Options and check the relevant box to make 4/4 appear as C. AFAIK this does not affect note values. However, your problem could well arise if you are trying to use the Time Signature Tool.
