Your '7' key has got "stuck" in a down state, so Finale is inserting the metatool for that key/tool. This can happen on Win95/Win98 due to a bug in the keyboard driver. Pressing '7' again will solve it. Recent Windows versions should not have this problem. If this happens again and you don't know exactly which key is causing this, press each of the keys on the keyboard once.
