I looked in Frederik Neumann: Ornamentation in Baroque and Post-Baroque Music, With Special Emphasis on J. S. Book and couldn't find it. Since this substancial volume would almost certainly list it if the symbol stood for an ornament and was used by Bach, I think there are basically two possible answers: Either it is an editorial addition, or it simply means cresc.-decresc. on one note. I tend to believe the first, and would argue that this is a 19th century espressivo expression. (<> on one note means espressivo for Spohr, Brahms etc, in string music it is also considered to be a vibrato sign, Clive Brown published an article where this is discussed at length, but I forget where it was published.)
