I'm not sure G&S is a good comparison for what you're describing.  Sullivan
always wrote the music to Gilbert's words.

Part of the genius of the team is that Sullivan had such a talent for
writing music which expressed the text so perfectly. Gilbert may have been
a great lyricist, but he gets no credit for setting words to music, because
the music was never written first.
