This is an option you can turn on or off in the program options screen 
-- if you set it one way in the program options screen, movement is 
constrained to vertical/horizontal (whichever way you begin is the only 
way you can drag) and adding the shift key will allow movement in any 
direction, while setting it the other way allows movement in any 
direction and holding the shift key constrains to either vertical or 
horizontal depending on how you first begin to move.
