create a shape text expression as follows:

a box with "no line" and "white fill", the lower number in *24* maestro [or the same 
size as the upper number], three short horizontal lines [with 1 space/24 EVPUs 
vertical distance between each, the same thickness as your staff lines] crossing 
through the number.   apply as measure-attached expression.   separate versions will 
have to be made for any staves with other than 5-lines.

do not hide time signatures:   if *your* time signature is in  /3, finale's should be 
in  /2 -- if  /5 or /6, finale's should be in  /4... etc. --, with the appropriate 
expression hiding/replacing the lower number.   this way finale's spacing will still 
function in most cases, but small adjustments may be necessary with  /12 or /10  time 
sigs [defined in finale as  /8 time sigs].

don't forget to place the expression also at end of systems before changes into these 
so-called irrational time signatures, where the cautionary time sig appears.

1/2 = 1 half note, 1/3 = 1 half note triplet value [1/3 of a whole note], so a 2/3 
time sig represents two *half note triplet* values.
