I'm slightly puzzled by the application. Why do clarinets in A show a concert
key sig when the piece is in d minor but a transposed key sig when it shifts to
D major?

But, no matter. The way to avoid restriking the key sig is to put it in F major
from the start. Visually and aurally there is no difference. In past versions of
Finale using minor key sigs resulted in quirky behaviors related to canceling
and restriking. So I've never used them, although I have not tried them again in
late Finale versions.
