I'm slightly puzzled by the application. Why do clarinets in A show a concert key sig when the piece is in d minor but a transposed key sig when it shifts to D major? But, no matter. The way to avoid restriking the key sig is to put it in F major from the start. Visually and aurally there is no difference. In past versions of Finale using minor key sigs resulted in quirky behaviors related to canceling and restriking.
