First, make sure that you have 2002a or later. When the Note Shape Tool is activated in Special Tools, right-click (Ctrl+Click on Mac) on the notehead handle. Select "Edit..." and you'll get a dialog box with the things you need. In earlier versions, you could sometimes work around it with Staff Styles for partial measures, but the Fin2002a approach is much more flexible.
