Sean,

You have to create a "New Instrument" in the Instrument List for every staff
that you want individual playback control over.  In one version of Finale
(don't know which), it became possible to assign two different "instruments"
(in Finale terms) to the same MIDI output channel, and have each instrument
with its own performance data.  Of course, it is also possible to send
"instruments" out on separate channels, but still play the same patch on the
synth.
