No, usually apps respond to the WM_CHAR or similar message (which would results in characters in other apps), but I think metatools are handled through GetKeyboardState (or related) APIs. However, I thought the metatool issue was a keyboard driver bug (the virtual keyboard state still set to ON although the key mechanically was OFF) that was fixed somewhere around Win98?
