You can't set the tempo that way -- whatever tempo you set in that little window affects the playback tempo for the entire work, assuming that you don't have any expressions which affect tempo in the score.
The way to achieve what you is with Expressions. You will need to create two expressions for each entry that you want. One of each pair will be tempo and the other will be for the swing (or straight.) You create one with crotchet=72 and set the playback options for Tempo and set the number to be 72. Then you create one that says Swing and set the playback options for Swing, and adjust that for the amount of swing you want. You do the same for the minim=60 and yet a fourth expression Straight, with the playback options set for Swing and the amount adjusted to get rid of the swing which you had initiated with the preceding Swing expression. You may need to experiment with these to get placement just right (enter them as measure expressions and be sure playback is set to begin wherever you want within the measure) but that is, in my experience, the best way to achieve what you are trying to do. It makes it easy to go back and adjust things because you can simply edit them in the Expression dialog if you want to change the tempo or the amount of swing. Good luck!
