This is something related to whatever you're using to produce PDFs, not Finale. And I think you may have gotten it backwards -- in most cases, fonts will embed if they *exceed* a certain threshold, not if they fall under it. In any event, I would imagine that your PDF software lets you set this threshold somewhere, so that you can make the PDF always embed fonts. (Acrobat Distiller and Jaws PDF Creator, the two with which I am most familiar, both let you do this.)
