This might have been covered recently.

I finished a composition for jazz band (6 woodwinds, 5 trumpets, 4
trombones, piano, guitar, bass, and drums.
It has no key signature. I set up all of the instrument's transposition
to chromatic. everything works well until I copy a tenor saxophone part
to trombone. The notes come out ok but often the accidentals are wrong.
I always proof read before I print but I can't find all of the errors. I
know there is a way to do this.
Also, in this no key mode, how do you transpose chord symbols?

You should use the "Classic Transposition" plugin (I think you're on Mac). Available from my site. It has chord transposition and will always give you correct accidentals according to its spelling tables (which you normally don't have to edit).

If you have to correct accidentals, chromatically a unison.
