A similar function, which I would find useful, is a utility which will copy
from one layer to another while leaving the original layer intact.  As far
as I can tell, the Move Layers function always erases the source layer.

If this Copy Layers function existed, then the procedure you're asking for
amounts to stripping out all but the top note in one layer, and stripping
out all but the bottom note in another layer.  It strikes me that those
functions, too, may be useful on their own, so perhaps a more generally
useful plug-in would offer these functions either alone or in combination.
