Dennis gave you a good explanation of how to set things. You can try setting the value he gave as 255 to any amount between 0 and 255, which will have a slightly different effect. The smaller the number the shorter the sustain time, so you can place the ped marking on each of a group of notes get the short sustain effect you want without needing to place the Ped. UP mark to shut off the sustain.

HOWEVER, you also have to be using a patch on your sound-generator which has a sustain component to each note.

For instance, the Grand Piano patch on my SoundBlaster Audigy card has a short sustain and nothing will change that, so when I apply the Ped. mark set to anything I get no effect. If I leave the ped. mark in place and change the patch to Hammond Organ, the note goes on and on and on and on.

So you may be doing things correctly already, just using the wrong type of patch.
