Before one of the recent versions, (2001, 2001?) I don't think there was an
alternative in the Windows version to Shift-up or down arrow while in Speedy
frame.  But then Coda added a keyboard shortcut to both version so that the
layer can be switched at any time from the keyboard.  But it is not much
shorter than what you are using.  I believe it is ctrl-alt-the layer number
(I know it is cmd-opt-layer # on mac).
