In fairness, I have found conflicting examples from common practice (both in 4/2). My Dover score of Schumann 3rd Sym. uses centered whole rests for "full measure" rests. Contrariwise, my Dover edition of the Brahms German Requiem uses centered double-whole rests.

Where this gets dicey is in part-extraction, so I looked at the horn parts that I have for these. The Brahms horn part uses whole rests with a bold-face "1" centered over it. Same thing in the Schumann.
