I can't speak for bari sax, but with bass clarinet and tenor tuba, the parts are all over the map. These parts appear in concert pitch, in Bb (or A) sounding a step lower, and in Bb (or A sounding) sounding a ninth lower. You can't assume anything about bass clef.
