Anchoring chords to notes in another layer 
is the only workable way to enter chords in 
Finale.

The other parts of the technique are:

*)  Use rests.  I.e. don't anchor a chord to a
    half note in the other layer, but to a
    half note rest.  Then it won't play.

*)  Hide the notes.  I suppose specifying blank
    notation is the elegant solution.  I just
    use the technique whereby you select a note
    and enter the "o" ("oh") key (I don't know
    what that technique is called).  

I generally "prime" a blank score with a 
layer 4 that has half-note rests in every measure.
Then, when I occasionally need a measure
with more than two chords or with a chord that
begins e.g. on beat 4, I change layer 4 in that
measure to be e.g. a half-note rest and two
quarter rests, or whatever.

This layer-oriented technique may be awkeard
for people who use layers for other things.
I don't generally use layers, so this technique
is a workable and even almost convenient method
to anchor chords.

Ah, I recall my younger days, struggling to enter
chords over the melody layer, and having a chord
(unknown to me) anchored to e.g. an 8th note.
What a mess that makes of note spacing.
