Have you tried to define a new system consisting of only the individual staff whose name you wish to move? If you define each staff as its own individual system, and don't define a staff name but instead use the system name, you can then move them individually after optimizing.
Maybe you should make the ability to move staff names like we can move system names a feature request for the next version?
