If you are using single digit time signatures for the whole document, you can do this:

In "Document Options - Time Signatures", enter a large enough value for the vertical adjustment of the bottom symbol to kick it right off the page. Change the vertical adjustment of the top symbol as necessary to centre the digit (this will depend on the font you are using - you might like to use Engraver Time).
