Are you saying that your graphic expressions remain full size even when you reduce the staff size to 75%, or are you saying they reduce way too much when you reduce to 75%? If the expression is remaining full size, perhaps you checked Fixed Size when you selected the fonts to use in creating the expression. If the expression shrinks too small when you reduce the staff to 75%, I have no clue.
