Generally, these "basis weights" are the weight of a ream of that paper with a sheet size that depends on the kind of paper you're talking about. 24lb. copy paper is roughly the same weight as 60lb offset paper, because bond paper (typing paper, copy paper, writing paper, etc.) measures its basis weight with a sheet size of 17x22, and offset paper measures its basis weight with a sheet size of 25x38.

The metric system disposes with all of this nonsense and just gives paper weight in grams per square meter. Most of the paper at a paper warehouse (like Xpedx) and more and more of the paper at a place like Staples, now includes this measurement as well -- so you can directly compare papers which are classed differently without worrying about basis size.
