This sort of thing comes up all the time -- you may also find situations where you have, say, a whole note or a whole rest, but four chord changes in that bar. The solution is always the same: enter a series of quarter rests in layer one, and attach the chords to the rests. Then apply blank notation to Layer 1 using the blank notation staff style (make sure "show items attached to notes" is checked, and make sure it is set to affect Layer 1 only. Then input whatever it is you want to show up on the part -- in this case, whole rests -- in some other layer (I use Layer 4).
