Because of the recent amendment to the copyright laws of the United States, "Rhapsody in Blue" has not yet passed into the public domain. It is still protected by copyright. If you want to obtain a copy legally, you will need to purchase one. The copyright is held by Warner Brothers Music, so it should be available through them, but this is such a well-known work that I expect any good sheet music dealer could get it for you easily, as could any number of on-line retailers.
