I would definitely put the viola cues in treble clef (transposed to Bb, of
course), unless there are a lot of ledger lines for an extended passage, in
which case I would put the cue in bass clef, not alto clef.  Cues should
generally be written as if they were to be played by the instrument in whose
part they appear.  Even though that is sometimes impossible (I admit to
occasionally putting flute cues in the tuba part when there is nothing more
suitable), it is usually desirable.  As far as I'm concerned, the cue in the
original oboe part should have been in treble clef.  I second your
instincts.
