In Windows, I don't use the Finale page setup window; instead, I use the setup box in the printer dialog. There, I set the paper size I'll be using (USB-11x17), and orientation (landscape); in the properties page for the printer, I elect to use maximum page size, centered, and "print preview". On the main print page, I select two up printing.
