Just a wild thought here but you might try this (if you haven't already):
change the clef in the preceding measure but include the bad measure in the
range of measures to be affected. Then apply the clef tool to the first
measure (only) again and change it to what it was, to see if the bad measure
stays changed. I'm just wondering if this procedure will force Finale to
write new data for the bad measure and in doing so fix it.

Another thing to try (you may have done this but I can't recall) :
completely re-create the bad measure somewhere else (even at the very end of
the piece), click it with Mass Mover, then move the contents to the bad
measure.  Or copy the newly-created measure to a Clip file, then use Insert
from Clip File.
