I tried searching for the Apple site for info regarding Chinese Language Kit, and saw an updater. But after I updated the CLK, it did not seem to change anything.
As far as I know you can only opdate your Language Kit from the full install OS 9.1 CD and you must update both at the same time, system and language kit.
