In Staff Tool > Group Attributes make sure that your group brackets are marked 'Show Bracket If Group Contains Only One Staff'. The downside is that you have to do this before you optimise. I.e.: You loose your optimisation. If you want to keep the optimisation, the only workaround I have found is to make new groups one staff at a time.
