There is a check-box for extending secondary beams over rests. If you uncheck this, the secondary beam does NOT extend over the 16th rest. Isn't this what you want?
It seems by your question that you don't want to do this for the whole piece, but only for individual beats. I am not sure why you wouldn't want it for all such situations, but I can't see any way you could do it. Special tools doesn't give any such ability, and there is no setting which you can apply only to one situation.
